2012 F-250 inner fender rail replacement

Hello to all, I need help on removing the fender rail on a 2012 f-250, I’ve removed all the spotwelds, and the lower portion of the rail where it goes into the hinge pillar is loose, but the top rail acts like it has a bolt in it? Is there a bolt or something up under the dash that needs to come out? I hope someone else out there has run into this, and can help me, thanks Bob.
