Fiberglass Paint Bubbling

I have recently painted a 85 Corvette and the paint began bubbling within days of painting. It seems to be in areas that there had already been this problem. I have tried blocking the surface with a water based primer but that does not seem to work. Is there a blocking agent that will work better? What suggestion does anyone have. I have noticed this problem in the past with any fiberglass parts such a fiberglass hoods, fiberglass fenders on trucksbeds, and anything that seems to be fiberglass.
