The first thing to do is look at the panel you are painting for signs of a previous repair, this can be identified through either surface texture, dirt inclusions, fish eyes or numerous layers of paint where you might have feathered the damage paint back. If the reaction follows the edge of the feathered paint layers then you should be able to identify which one it is causing the problem and then the use of a sealer over the problematic sub straight should be the solution. Alternatively if you have spot primed the area with a two pack primer which has then not properly cured through lack of heat, insufficient curing time or incorrect / out of date hardeners then the primer itself can become solvent sensitive to any subsequent over coating.
