Make sure you are dealing with e-coat.
Wipe a small area with paint thinner. If it wipes off it is not e-coat and needs to be scuff sanded or removed before top coating.
I believe most paint companies recommend removal.
Usually it is the low end aftermarket parts that are not e-coated.I have a hand pump unit I might try.
The down side is you have to continuously pump to create suction.

You are saying you can let clear air dry over night and apply base without scuffing?
