Can you use that RM high solid promoter on anything or just for plastics?

Well I am paint stripping a motorcycle that has been painted many times before. It has long narrow holes in it that was very hard to rub. I got there in the end.
That was the main reason I wanted to know about any products, but even when you have to do a piss out on a cantrail, using an adhesion promoter would be ideal as you have to blend over shiny clear.
I know that everything is usually easy enough to sand, but sometimes you want a bit of guarantee. Another example would be painting inside a front pillar door jam whilst the door is still on the car.

Not specifically bumper areas, any areas. I just want to know if there is any products that will help paint stick to any hard to rub areas.
