    i like sem copper. i would have trouble with 3m and would use a broken 1/8 drill bit to clean off coating through punched holes before welding plug welds.also worked better if you let coating dry awhile.

    i have worked in body repair and also OEM. Factory paint is totally differant. Their paints go wet on wet base/clear then baked to acttivate. No sanding in between repaints if needed except defects. I would guess poor adhesion between repaints could be due to full cure maybe caused by cars sitting too long such as weekends or going through booth not getting painted and baked again. Also fascias come in painted and if damaged or defective go back to supplier which i would bet they repair and put into repair parts service. So i have been there in the past with your concerns.
